Tongue/speech issue

Hello, my 12 year old son has been in speech since about 2nd grade and was dismissed last year in 5th grade. I didn't agree so I put him back in speech for 6th grade.

When he talks his tongue doesn't really move much nor does his mouth. He also doesn't articulate his words well.

I feel like something is wrong with his tongue, could this be true? What kind of tongue problems could a person have?
