Speaking problem of 3 yrs old son

Hello, My son is 3yrs old. He does not speak but whispers a lot. when he tries to talk he whispers and stops after sometime with moving his eyes at on side. He can speak apple and many more words but not clear.His hearing test was normal.

please suggest me which type of problem he has.. and how can I help him to overcome with this situation??
