Nasally sound saying S, See and X sound

My little boy has just turned 3 and his speech is great apart from the sound S, See / C, X. Whenever he says these sounds he is very nasally when they are spoken.

I can understand him it's just a very congested sound?... anyone else had this or have any advice for this? He can blow his nose without any problems.
