My 35 Month Old Only Repeats the Last Word We Say

My stepdaughter is turning 3, May 29th and does not answer questions directly.

When my fiance asks her simple questions, such as, "What do you want to eat?" She just repeats the word eat. No matter how we rephrase the question, she will just repeat the last word. "Do you want too?" She answers with "food".

She lives primarily with her mother and her 2 other daughters, 6 and 8, who both have different dads. Is this from her mother letting her sisters answer for her?

My fiance is stressed out about this because he feels she is just getting further and further behind no matter how much we work with her. We only get her 2 days of the week, and if she is not being worked with at home, we feel our efforts are futile.
