My 11-year-old still doesn't pronounce words completely clear

My 11-year-old still doesn't pronounce words completely clear. When he was much smaller he had speech delay. I got him evaluated and he got denied three times because they said he knew too much.

Now he's 11 and all this time I feel that he has needed speech services and I don't know how to go about it. I don't want him to grow up feeling different. Kids already make fun of him because they say he talks like a baby.

Any help? I'm in New York City.
