H's for F's, Backing? When do we worry?

Hello,

Inquiring for my nephew. He substitutes every F sound with an H.

We go "hishing at the harm" (fishing at the farm).

He will turn three in less than three months. At what age do his parents need to seek treatment for him versus waiting for this to self-correct??
