How to get speech services for my 12 year old son

My son at 12 years old has a hard time explaining things that are lengthy. He has a hard time finding the right words to use in sentences. So this holds him back from communicating sometimes. He has fidelis insurance, can he get approved for service? I tried going through school but they said But they said he doesn’t qualify for it. But my sons needs help badly with his speech. His speech is not fluent. I see 4 and 5 year olds speaking more fluently than he does.
