17 1/2 month old boy

Hi! He had tubes put in when he was a year. However, his speech is still unclear.

I can understand him but no one else can. He also says "sh" for "s". Both my little sisters had articulation issues (two different sounds).

Should I talk with our intermediate unit for if there is anything I can do at home? Or is this developmentally appropriate?
